Joseph Hayden
Joseph Hayden is a seasoned administrator and manager with a rich educational background, including a B.S. in Kinesiology from Michigan State University, a Master's in Sports Administration from Central Michigan University, and nearing completion of a Doctorate in Urban Educational Leadership from Morgan State University. His career has significantly impacted community sports and wellness, especially notable during his tenure at the YMCA in Atlanta and various influential roles in Maryland with Towson University, the M-NCPPC, and Anne Arundel County Recreation and Parks. Beyond his professional life, Joseph is a devoted family man, married with two daughters, a dog, and a cat. His commitment to sports, community wellness, and family is profound. As the forthcoming Deputy Director of Parks and Recreation in Frederick County, Maryland, Joseph's extensive experience and passion are set to greatly benefit the community and enhance the quality of life for its residents.

Nancy Pfeffer
Meet Nancy Pfeffer! She grew up as a parks and rec kid in California, attending summer camps with all her siblings and cousins. Once she was older, she took on roles including camp counselor, unit leader, and camp director. While studying at San Francisco State University she found out that she could get a degree in Recreation and Leisure Studies, realizing that she had found her calling!
For 25 years she’s been making a difference in the lives of Prince George’s Children with M-NCPPC. She’s worked in over 12 community centers in the county, and currently serves as a regional manager in the senior services division Throughout her career, she’s made a significant impact in the community. She helped create a scholarship that helps send children on the autism spectrum to summer camp. To date, the scholarship has awarded $40,000 to over 130 kids.
Nancy was instrumental in hosting an intermittent staff event at Six Flags America, Nancy has Co-Chaired the beltway BBQ, Helped to build a Therapeutic sensory Room at South Bowie Community Center, Created the department's big book of sponsorships, helped to implement “etched in Stone” to help bring families into the parks with cement games and was Co-lead on the departments reopening committee to help get our facilities ready for the public to return after covid.
Nancy is a Certified Parks and Recreation Professional, whose goal is to go MAD and Make a difference in Prince George’s County. Nancy is a presenter at the Maryland Recreation and Parks conferences, as well as the National Recreation and Parks conference, sharing her passion for what she does with recreators across the county.
Currently, she is the past president of the Maryland Recreation and Parks Association and volunteers with the National Recreation and Parks Association on the CPRP/CPRE certification review committee.
Isaac Sparks
Isaac C Sparks is the President of 3705 Holding Company. In his role, Isaac coordinates, manages, and leads a team. He provides all aspects of sales support, including expansion of products, services, customer relations, product education and support. As President, Isaac is responsible for project management, quality control, customer relations, team building, and training. He also educates Landscape Architects, Engineers, Contractors, and Developers on how to specify, design, and construct park and playground environments.
