POSITION SUMMARY:

The Fiscal Services Manager is a key financial leader responsible for overseeing and managing the Department of Recreation and Park’s budgeting and financial planning processes. This includes developing, coordinating, and monitoring the operating budget, providing support and analysis of the capital budgets, conducting financial analysis, and providing guidance and training to the department. The Fiscal Services Manager ensures efficient and effective financial operations of the Department. These areas include Accounts Payable, Purchasing, and Warehouse. Additionally, they collaborate with the Capital Improvements Bureau on project modeling and analysis, asset management and assists the Department’s leadership in benchmarking and financial decision-making. The Fiscal Services Manager is a vital member of the senior staff team, contributing to strategic financial planning and ensuring the organization's financial health and sustainability.

CLASS DESCRIPTION:
Performs management and advanced level financial administrative work under general supervision from an administrative superior.  Work includes planning, organizing, and supervising the activities of a major financial bureau or assisting in the operational and administrative management of the Budget office; resolving major program problems; and developing, evaluating and implementing financial and budgeting programs and procedures.


ESSENTIAL DUTIES AND RESPONSIBILITIES

Department Operating Budget Manager:

  • Prepares, coordinates, and monitors the Department of Recreation and Parks Operating Budget and Recreation and Parks fund.  Resolves discrepancies and certifies the accuracy of the final budget including the selection of required funding sources.
  • Initiates the department wide SAP Transfer of Funds.
  • Monitors the department’s Operating Budget revenues and expenses throughout the fiscal year.  Investigates, analyzes and resolves any abnormalities.
  • Develops and maintains periodic analytical reports used for the management of the Department’s Operating Budget.
  • Performs various studies/analysis on matters related to the Operating budget program and specific projects.
  • Attends and provides information to the County Council at the Budget Work Session.
  • Attends and provides information for the County Executive annual Budget Meeting.
  • Attends and provides information at the County Administration Transition Team meetings.
  • Prepares and conducts department wide Operating Budget trainings.
  • Analyze and prepare responses for County Council and the Department of Finance Department wide audit questions.
  • Attends and provides information with Department senior staff at the County Administration Transition Team meetings.
  • Provides information for the development of the Capital Budget
  • Administers the Department Track Howard Goals and Objectives.
  • Administers the preparation and review of Operating Budget financial documents for completeness and accuracy in SAP within the Accounts Payable, Payroll, Purchasing and Human Resources sections.
  • Manage the Accounts Payable and Purchasing of the Department, including overseeing staff performing this work. 
  • Employs signing authority to help process these documents.
  • Prepares analytical reports for the spending of the Bureau of Administrative Services accounts.
  • Prepares and performs training with Bureau Team members on financial and administrative topics.
Manage FEMA Storm Reimbursement process
  • Oversee the Department's FEMA reimbursement for storm related expenses.
  • Provide information to the Department of Finance Deputy Director and the Office of Emergency Management.
  • Serve on work groups and committees for budget planning, including serving as Co-chair the annual Wine in the Woods Budget Committee.
  • Senior Staff Team: Participates in the Department’s Senior Staff decision making team.
  • This position may be deemed as essential, in an emergency, at the discretion of the director.


MINIMUM REQUIRED EDUCATION/EXPERIENCE

Bachelor's degree and five (5) years of related experience, or equivalent combination of education and experience.

PREFERRED EDUCATION, KNOWLEDGE, SKILLS AND ABILITIES:

  • Master’s degree in business, public policy/ administration, or similar field of study.
  • Working knowledge of Systems, Application and Products software (SAP)

  • Ability to learn and perform all essential job functions accurately.

  • Demonstrated expertise in budget accounting principles and practices.
  • Knowledge of strategic planning and performance measures.

  • Ability to read, analyze, and interpret technical journals, financial reports, and regulations.
  • Experience developing sound/professional responses to common inquiries or complaints from customers, regulatory agencies, or members of the business community. 
  • Ability to effectively present information to leadership, public groups, Council, and boards/committees. .
  • Ability to work with budget concepts such as probability and statistical inference, and apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
  • Ability to define problems, collect data, establish facts, and draw valid conclusions. 
  • Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
