This new position will lead human resource functions for the department's hourly staff and oversee volunteer management. The position will require direct coordination with all department division staff to implement human resources support for 300-400 hourly employees. Provide experienced and professional support ensuring hourly employees and volunteers are managed using strategic methods for recruitment, workforce retainage, and ongoing recognition. Position is responsible for hourly staff training, conducting onboarding meetings and will be required to maintain accurate record keeping systems while ensuring confidentiality.

Essential Functions

  1. Coordinate human resource functions supporting over 300 hourly employees, 400 volunteers for compliance and work readiness;
  2. Manage complex reporting systems while supporting the function of each department division and their specific workforce needs;
  3. Provide excellent administrative skills utilizing various computer programs, database management, and data entry systems; 
  4. Organize and maintain large volumes of data and critical confidential records;
  5. Conduct trainings for new employees and volunteers and process all related reporting requirements;
  6. Develop consistent communications, both written and verbally to large groups of employees and volunteers;
  7. Provide information and respond to inquiries via phone, email and in person;
  8. Monitors, maintains, and updates relevant policies and procedures related to human resource functions;
  9. Prepares relevant on-going correspondence and reports;
  10. Liaisons with local, regional, state, and federal organizations related to the program;
  11. Performs fiscal planning and management for the assigned program and monitors grant allocations;
  12. Performs other duties as assigned.


Required Knowledge, Skills, and Abilities

  1. Ability to gain thorough knowledge of St. Mary’s County Government policies and procedures;
  2. Ability to act as a representative of St. Mary’s County Government to the public;
  3. Expert knowledge of department practices and procedures and of the practices, procedures, and concepts of the assigned programs;
  4. Knowledge of relevant Federal, State, and Local regulations relative to the operations of specific projects and programs;
  5. Ability to effectively communicate with other staff members;
  6. May monitor staff performance;
  7. Ability to develop, implement, prioritize, and coordinate program-related activities; 
  8. Ability to use available resources to research information;
  9. Ability to prepare and maintain accurate records;
  10. Ability to operate relevant computer systems, including hardware and software.
