The Maryland-National Capital Park and Planning Commission, a six-time NRPA Gold Medal Award Winner, is seeking a Recreation/Park Facility Manager II to manage the daily operations of the facility by assisting the Facility Manager with ensuring that all ice programs and rentals run as scheduled on the three sheets of ice (Olympic, NHL, and studio rink); building maintenance; program administration; facility budget preparation; staff supervision (recruits, hires, trains, schedules, and evaluates) and assists with oversite of Pro Shop and Snack Bar operations. The Assistant Manager’s assignments include full responsibility for the Pro Shop operations (staffing, inventory, budget, promotional materials, and staff trainings) as well as hiring, training, scheduling, and supervision of seasonal staff (manager aides, skate guards, and custodial/maintenance staff). This position will also supervise the Front-End Operations Manager and Snack Bar/Miniature Train Manager.

This position along with its career staff’s assistance will oversee the Cabin John Miniature Train operations. The train is a replica of the 1863 C.P. Huntington, a 4-2-4T steam locomotive that pulls five passenger cars which carry approximately 105 visitors on a scenic two-mile ride through the Cabin John Regional Park (about a 15-minute ride). The train operates seasonally from April-October, hosts special events in the Spring and Fall, as well as offers a party room on site.

Examples of Important Duties

Manages Pro Shop, Snack Bar and Vending Operations 

  1. Recruits, hires, trains, schedules, and supervises staff.
  2. Selects and orders merchandise and supplies.
  3. Oversees snack bar equipment (ensures proper operation, purchases equipment, and oversees necessary repairs).
  4. Oversees pro shop equipment (ensures proper operation, purchases equipment, and oversees necessary repairs).
  5. Receives and maintains all necessary certifications to oversee operations.
  6. Controls inventory and ensures accuracy of sales and inventory records.
  7. Oversee daily operations.
  8. Monitors revenue and expenditures and prepares required reports.
  9. Prepares budget recommendations for supervisor to review and approve.

Programs-Schedules Facilities 
  1. Assists in the scheduling of sessions and ongoing programs for the rink.
  2. Ensures that all scheduled facility programming is run on time, as scheduled daily without interruption.
Supervision of Staff
  1. Provides oversight and support of two full time career employees (Front-End Operations Manager and Snack bar/Miniature Train Manager).
  2. Responsible for supervision of all part time management, snack bar, manager aides, skate guards, and custodial/maintenance staff.
Assists in the Management of the Cabin John Ice Rink
  1. Manages day-to-day facility operations and establish operating procedures.
  2. Assists Facility Manager with scheduling leased ice contracts and ensuring that all scheduled facility programming is run on time and without interruption.
  3. Serves as manager on duty for selected shifts.
  4. Ensures safety and security of building and patrons.
  5. Assembles information and prepares selected reports as directed by supervisor(s).
  6. Coordinates with staff the maintenance and repairs of the facilities and ground, and ensures they are promptly addressed with minimal disruption to facility programs and schedules. 
  7. Oversees and manages special events.
  8. Manages customer service activities of the facility. Sets a positive example for employees ensuring customers are treated in a prompt, professional, respectful manner.
  9. Assists with Budget preparation.
  10. Assists with recruiting, hiring, training, and scheduling staff.


Minimum Qualifications

  1. Bachelor’s Degree in Parks and Recreation, Facility Management, Recreation Management, Education, Business Administration, Physical Education, Communication, Leisure Services, or any related field.
  2. Two (2) years of responsible professional experience working in a facility related to parks, recreation, leisure services, or area of required specialty (e.g., arts, performing arts, equestrian, tennis, aquatics, gymnastics, ice rinks); including one (1) year as a facility manager, program coordinator or supervisor.
  3. An equivalent combination of education and experience may be substituted, which together total six (6) years.
  4. Valid driver’s license in accordance with both State and Commission rules and regulations. Driver's license must be unencumbered by restrictions, revocations, suspensions or points that could limit the employee's ability to drive Commission vehicles or perform driving duties required of the position.
  5. Contingent upon area of assignment, some positions in this class may require valid: (a) operating license (e.g., county pool operator, childcare license) as appropriate; (b) First Aid, CPR, automated external defibrillator (AED) certifications; or (c) certifications as related to assignment (e.g., Lifeguard Instruction, Fundamentals of Gymnastics).
  6. Pass Commission medical exam.

May be subject to medical, drug and alcohol testing. 

WORKING CONDITIONS: Works inside and outside an assigned facility which may operate seven days per week. Works extended hours, evenings, weekends, and holidays. On-call to respond to emergency situations as required. Incumbents in this class must frequently remain in a stationary position, operate vehicles, communicate, and exchange information with internal staff and the public, be able to see for short and long distances, and occasionally lift equipment and other items weighting up to 49 pounds and ascend and descend ladders and stairs.
