Position Summary
Position is a technical supervisor under the direction of the Chief, Parks and Recreation (Recreation & Sports Tourism. Position is responsible for the planning, coordination, implementation, and supervision of employees, sports, recreational, summer, after-school, pre-school, and adult/senior programs and events. Work of this class involves supervisory duties for all recreation and sports tourism programs.
Position Responsibilities
- Plans, and oversees recreation activities in specialized areas such as park programs, community events, and sport leagues, to a diverse community of all ages.
- Maintains current business partnerships while looking for new and diverse opportunities.
- Assists in establishing division goals and priorities that relate to the department’s overall objectives.
- Plans for the effective and efficient delivery of services, as directed.
- Maintains records to evaluate programs and prepare reports on program effectiveness, including attendance, schedules, budget, and participant surveys.
- Oversees program promotional material, including correspondence, press releases, newsletters, and flyers.
- Assists with managing social media, marketing events and activities, and advertising campaigns.
- Supervises staff as needed, provides input to evaluations and training, and implements disciplinary action, as required for recreation and sports tourism employees and volunteers.
- Recommends new recreation programs and recognizes trends.
- Enforces rules and regulations to ensure the safety and health of participants and staff.
- Monitors program budget expenditures, as requested.
- Drafts promotional materials, correspondence, press releases, newsletters, and flyers.
- Provides information and consults with the public, ensuring a focus on customer service.
- Collects, analyzes, and formulates program data for demographic and socio-economic programming trends.
- Assist in the preparation, oversight, and balance the division budget.
- Monitors facility agreements to ensure compliance with County policies and regulations.
- Maintains current in new recreational programming, such as legislation, administrative decisions, professional trends, and technological advancements, which may affect operations.
- Attends Local, State and National conferences related to division services.
- Promotes, and manages sports tourism groups and events.
- Provide excellent customer service to both our internal and external guest
Minimum Qualification Requirements
Education
Bachelor’s degree in recreation, education, business administration, physical education, or related field; Master’s degree preferred.
Experience
Minimum of five (5) years’ experience in sports tourism and/or recreation. A minimum of which two (2) of those years must have been in a supervisory experience.
Certificate(s) and/or License(s)
- Possession of a valid Class “C” non-commercial driver’s license points.
Knowledge, Skills & Abilities
- Comprehensive and thorough knowledge of the modern principles and practices in the field of recreation administration and sports tourism.
- Knowledge of computer programs, including Microsoft Office and First Publisher.
- Ability to develop, implement and maintain complex recreation and sports programs to deliver competitive and essential services.
- Ability to maintain respect of employees, to lead effectively, and to instruct proper work methods and techniques.
- Knowledge in comprehensive and summarized report preparation to include program statistics and financial reviews.
- Ability to plan, assign, and coordinate activities for a group of employees and/or volunteers.
- Ability to conduct meetings and communicate effectively.
- Ability to communicate effectively, both orally and in writing, with emphasis on customer service.
- Ability to develop and maintain positive and effective working relationships with coworkers, volunteers, community organizations, vendors, and the general public while working independently and collaboratively.
- Ability to multitask in a fast-paced environment.
- Ability to implement good judgment, integrity, thoroughness, and dependability.
Miscellaneous Position Information
Working Conditions & Physical Requirements
This role is primarily sedentary in nature but may involve occasional strenuous effort, such as handling moderately heavy boxes, tools, equipment, or other materials; walking or climbing over uneven surfaces; and sitting/standing in fixed position for extended periods of time. Must be able to lift 50 pounds unassisted on a regular basis. General conditions involve working at a computer, using telephonic equipment, and interfacing regularly with internal and/or external stakeholders.
Work is normally performed Monday through Friday during normal business hours. However, availability outside of standard business hours is an essential function of this position. Must be able to work a flexible schedule including days, nights, weekends, and holidays as required.
Individuals appointed or promoted to a position in this class will be required to serve a minimum probationary period of six (6) months. Performance will be carefully evaluated during the probationary period. Continuation in this class will be contingent upon successful completion of the probationary period.
- Prior to appointment, employees may be subject to pre-employment medical history review and drug testing, extensive background investigation (which may require CJIS and NCIC clearance), including but not limited to reference checking, and driving history, and an evaluation of training or experience.

Leave Benefits
Our generous leave package for permanent fulltime County employees includes 12 to 27 days of annual (vacation) leave per year worked, depending on seniority, as well as 5 personal days each calendar year (prorated based on start date). In addition, Cecil County Government offers 11 paid holidays and 15 days of sick leave per year. Although more limited, Cecil County Government offers other forms of paid time off to a majority of our contractual and part-time staff. Our leave policies also adhere to the Family Medical Leave Act (FMLA).

Retirement Benefits
Permanent classified employees are required to participate in the Maryland State Retirement and Pension Plan, a contributory defined benefit pension plan in which they are vested after ten years. There is a mandatory pre-tax 7% contribution. Public Safety employees are required to participate in the Cecil County Public Safety Pension Plan. There is a mandatory pre-tax 8% contribution. Employees may also participate in a Supplemental Retirement 457B Deferred Compensation Plan with a County match of $500 annually.
