If this sounds like you, the Montgomery County Department of Parks – Southern Parks Division is the place you want to be! We are currently seeking an experienced, dynamic, highly organized, and professional Regional Operations/Facilities Manager (ROM) to help lead and coordinate the daily operations of our vibrant and diverse park system. The Southern Parks Division meets both local and regional leisure needs by providing opportunities for a wide variety of outdoor recreational activities in the most densely populated areas of Montgomery County. The division manages over 200 parks, including Urban, Local, and Regional Parks. These parks include almost 200 playgrounds, 150 athletic fields, 60 miles of trails, and 50 picnic shelters. This division utilizes the skills of nearly 200 employees and 100 pieces of equipment to accomplish the Department's mission.
Under the supervision of the Division Chief, the ROM oversees the strategic and operational management, staff, and strategic initiatives of parks and recreational facilities within the southern region. This leadership role ensures the delivery of high-quality patron experiences, effective resource stewardship, and efficient park operations across multiple sites.

Examples of Important Duties
Management
- Oversee playgrounds, trails, athletic fields, and parks inspections and assist in the development of strategic plans for improvements.
- Demonstrate fluency in data analysis used to advise strategies and to create metrics and accountability for effective, inclusive outcomes.
- Assist with the development of long-range strategic plans to ensure program growth and manage the stewardship of our natural resources for the community.
- Benchmark Parks and Recreation organizations locally and nationally for best practices to ensure Division operations are effective, efficient, and reflect the needs of park patrons and employees.
- Coordinate with Park Managers and Leaders to identify technology and equipment designed to improve efficiency and extend the life cycle of major equipment.
- Promote a diverse work force and ensure vacancies are filled in a timely manner by supporting, engaging and developing all employees, through effective recruitment efforts that reach and engage a diverse applicant pool.
- Demonstrate effective performance management practices including clear communication of expectations, providing regular feedback, and holding staff accountable for work performance.
- Support ongoing training and development through consistent evaluation of compliance of commission policies and practices, and employee development needs.
- Personnel supervision.
- Provide fiscal oversight of assigned portions of annual budgets and effectively develop, defend, administer and monitor the budget for the Division and Department.
- Analyze expenditures, prepare budget and salary projections, and track work years and positions to stay within the fiscal year budget. Monitor inventories, pesticide use, and overtime utilization to compare to budget.
- Assist Park Managers with establishing budgets that reflect appropriate projected expenditures and revenues.
- Ensure compliance of all Park Managers with financial procurement procedures and budgetary commitments through quarterly reviews.
- Strong working knowledge of Park administration, personnel management, public relations, budget and finance.
- Demonstrated commitment to inclusion, diversity, equity, and access both internally and externally in the community we serve.
- Excellent managerial and financial skills with the ability to synthesize information and transform it into coherent work plans.
- Management ease with development, oversight, and implementation of complex budgets.
- Ability to communicate effectively, detail orientated, maintain stability under pressure and flexibility to multitask.
- Demonstrate ability to handle complex problem-solving, resulting in strategic plans and equitable results.
- Preferred Qualifications:
- Certified Park and Recreation Professional (CPRP) certification or the ability to achieve it.
- Proven proficiency with use of technology and computer systems for data analysis, communications, presentations, and reporting.
- Ability to communicate in another language a plus.
Minimum Qualifications
- Bachelor's Degree in Park Administration, Public Administration, Park Management, Recreation Management, Leisure Services, Facilities Management, Business Administration, Natural Sciences or any related subject.
- Five years progressively responsible experience in park or recreation administration, park maintenance operations or management, that includes two (2) years of supervisory experience.
- An equivalent combination of education and experience may be substituted, which together total nine (9) years.
- Valid driver's license in accordance with both State and Commission rules and regulations. Driver’s license must be unencumbered by restrictions, revocations, suspensions, or points that could limit the employee’s ability to drive Commission vehicles or perform driving duties required by the position of assignment.
